Background
Cloud platforms such as Microsoft Azure are experiencing explosive growth in usage, including in the Netherlands. In Q2 2024, global cloud service spending rose by 19% to $78.2 billion, with Microsoft Azure growing 29% year-over-year.
This strong growth means Dutch organizations are facing increasingly higher cloud bills, making cost management more urgent than ever. At the same time, companies consider “value for money” the most important criterion when choosing cloud partners.
Market needs
Azure and other cloud platforms offer flexibility and scalability, but also bring new challenges in cost management. Recent studies show that cloud cost optimization has become the #1 priority for businesses (especially SMBs) in 2023–2024. According to Techaisle research, cost optimization rose from the #2 spot in 2021–2022 to the top priority in 2023–2024; no less than 59% of SMBs are now focusing on reducing cloud costs. Every organization surveyed indicated this was their main reason for seeking advice. This urgency stems from the rapid increase in cloud spending: without active management, costs quickly spiral out of control as cloud usage grows.
Companies therefore seek greater visibility and control over their Azure spending. A common issue is the lack of predictability and transparency. The flexible “pay-per-use” model makes costs difficult to forecast, and development teams can spin up resources in seconds without central oversight. Many organizations struggle to see who is using which resources and what their business value is.
Only 34% of companies report that their cloud migration reduced their Total Cost of Ownership (TCO); for the majority, costs have not decreased. This highlights the need for a new approach to cloud spending – and FinOps is often seen as the answer.
Another major need is eliminating waste. Studies estimate that around 30% of cloud budgets are wasted on unused or overprovisioned resources. SMBs often pay for more Azure resources than they actually use, leading to unexpectedly high bills that strain financial stability. Companies want tools to quickly identify inefficiencies — such as idle virtual machines, unused databases, or forgotten storage — and shut them down. Right-sizing resources is a best practice to avoid waste, along with automatic alerts for unusual usage to prevent “bill shocks.”
Demand is also growing for expertise at the intersection of IT and finance. Businesses realize that effective cloud cost management requires both technical knowledge (Azure services, pricing models, reservations) and financial skills. In the Netherlands, 81% of companies believe this combination is essential to drive cloud innovation. Online searches for FinOps roles in the Netherlands have risen by 1200% in just three years, underscoring the shortage. Moreover, there is a risk that FinOps becomes too focused on process implementation and lacks the deep IT knowledge to assess and execute adjustments. This is why many organizations look for external support or tooling to fill the gap.
Finally, sustainability is playing an increasing role. Cost savings often go hand in hand with reducing energy consumption and CO₂ footprint. More organizations are aiming for greener IT management — also known as GreenOps. By addressing inefficient Azure usage, organizations not only lower costs but also reduce emissions. This makes cost management doubly attractive: improving financial performance and supporting sustainability goals.
In summary
Dutch companies are seeking end-to-end solutions for Azure cost management: real-time spending insights, control mechanisms (budgets, alerts), optimization (right-sizing, reserved instances, cleanup), and IT expertise to evaluate the feasibility and continuity of required adjustments (FinOps+).
This need is strongest among mid-market (SMB+) organizations: their cloud spending is high enough to make optimization worthwhile, but they lack the resources to build a fully skilled FinOps team and tooling in-house.
